Maybe I was not clear enough. You need Steam to play Conan Exiles on PC. While Steam as a platform may allow you to play certain games when Steam is in “offline” mode, Conan Exiles as a game doesn’t have an offline mode for PC otherwise it would be in the main menu together with all other modes … Furthermore, a solution was already offered for those living in rural areas with limited internet.
