We’ve added a clarification to the patchnotes, regarding the server transfer feature.

Added clarification for the Server Transfer feature.
Under New Additions (new text in bold):

• (Currently W.I.P. - we are still testing the feature so please use at your own discretion ) Added new character transfer feature, from an Official server to another Official server, from an unofficial server to another unofficial server , or to an Official server to an unofficial server, from or to the Exiled Lands and Siptah (Unofficial servers will be able to disable this feature if they desire) . We will release an announcement closer to the full launch of this update where we will provide more details about this feature.

TLDR: You will be able to transfer between Official servers, either from or to Exiled Lands/Siptah. This will also be a toggleable option for private servers. You’ll be able to transfer between Private servers that opt into this feature, or from an Official to an unofficial (that has opted in). But NOT from an unofficial to an Official one.
