What's the minimum buildings for city raids

Returning to AO after many years i thought i could do some city raids again.
But i’m not sure if they have changed something or it’s just my memory that is bad.

I have planted a “small org hq” and “mining operation…” and a “grid house” and last “Satellite Uplink” but i still cant get any raids started, whoot is im mission is it the "“ECM Tower” i also need to be able to start the city raids?

If you’re interested in the minimum buildings required for a city raid, to minimise monthly upkeep, you don’t need the gridhouse and the satellite uplink either.
