Why I cant creat Steel Reinforcement with steel bars in the Blacksmith T3?

WHYYYYYYYYYYYYYYYYYYYYY???

■■■■■■! You have added enormous workbenchs and on top of that I need 2-3 workbenchs of same branch?!!!
