Thrall leveling came with horses. And this was december 2019.

Well, first of all thank you @SirDaveWolf, but my personal archive says different.
If you remember correctly we had 2 thrall leveling systems, the 1st one came with Derketo dlc…

If you can, jump on the test server and give the Sword of Crom a try there.
Build for Rolling Thrust and Strength.
The overhead chop still drains all stamina (see: Rolling Thrust), but you need no defense against a dead (unless undead but semantics) enemy.
With a solid Grit build, you can get multiple light attacks in.
But that’s not why one gets the SoC.
One gets the SoC to see quadruple digit damage numbers, which it is currently (on the test servers) capable of delivering.
